Moreover, within the same country it varies greatly from one region to another and from one group to another.

Registered UnemploymentAs shown in Chapter 4, the Soviet-bloc countries did not (and could not) avoid some open unemployment. No unemployment statistics were published, though, because open unemployment was not officially recognized as a separate risk and registered unemployment as one kind of open unemployment did not exist.
