Commentaryom this chapter and little with which one can disagree. But there are some areas where some comments are in order. I will touch in my comments on two points: one is the relationship between exchange rates and interest rates and the question of market rationality, the other is the role of the NICs in U.S. trade.

Commentarycits were supposedly caused by a rising dollar, yet trade deficits were later cited as the cause of a falling dollar. The gap between U.S. and foreign interest rates was at first said to be the reason the dollar went up, yet that same gap was later used as proof that the dollar must come down.
