The Higher Education Reform Agenda: A Vision for 2020,and diversifying its institutions and delivery modes. Renovation of the system’s governance, academic programmes and curricula, teaching and research, staff development and appointment processes, now needs to be addressed. Its infrastructure also needs to be modernized. Enormous challenges lie ahead in seeking to implement HERA.
