Rate-Quality Control in International Standardsve different data rates depending on the required quality and the mode of access: storage or transmission. Real-time digital video contains moving images which need several tens of Mbits/s or more capacity CCIR, 1982 since it has to be displayed at a specific frame rate. Thus, the need for real-time compression is inevitable for moving images.

On the other hand, “Football” sequence shows very large picture-to-picture motion.
