Outer Continental Shelf Leasingd outside the lease sales in the program plan. In this introductory chapter, the engine of OCS activity – lease sales – is reviewed, and the OCS leasing process and revenue components are described. Historic statistics on lease sale activity from 1994 to 2014, including acreage available, bid on and awarded, is summarized.
