Law as Fair, Law as Help: The Texture of Legitimacy in American Society,ericans living in three small urban areas, one of which is rich, one poor, and one in the middle. I argue that legitimacy for these people depends less on a vision of the law as just and fair than it does on an understanding of the law as pervasive, powerful, and, from time to time, effective.
