Culture in International Relationsk focuses largely on leaders’ preferences and perceptions. Evidence is gathered from discourse and state behaviour. Qualitative and quantitative analyses are used in a complementary fashion. Interviews with a variety of policymakers are drawn on. Assumptions and limitations are outlined briefly.
