Introduction: Cabeza Prieta National Wildlife Refuge,luminates ways which race and racial inequality are present in the politics of conservation and security. This chapter lays out the theoretical framework scaffolding the rest of the book and explains my ethnographic and mixed-method approach to data collection and analysis.

The Environmental and Political History of Cabeza Prieta: People in Wilderness,of the chapter details the political and administrative history of the wildlife refuge. I outline the history of border security, military withdrawal lands and discuss how Cabeza Prieta became simultaneously a wilderness area and a military training grounds, all while grappling with the flows of people and contraband across the border.
