Budgetary Decision-Makingline. Owing to the internal and external driving forces both within and outside the Hong Kong government since the 1980–1990s, a new interaction pattern of budgetary actors has emerged and significantly transformed the budgetary decision-making from the previous bureaucratic bargaining model into the new pluralistic bargaining model.

Budget Allocation attempt to compare the dynamics of both deficit politics and surplus politics, broadening the research focus of public budgeting studies from deficit politics to surplus politics and providing a comparative framework to study the budgetary politics of both red-ink years and black-ink years.
