Reliability and Risk in Structuresly that a spillway designed to discharge a 1000-year flood is safe for lesser floods or that it will fail for larger ones. Instead, they assume that the structure is practically safe under all loads if the design load is used and if all measures for increasing the safety are taken into account using “state of the art” methods.
