Russia: Evolutional Changes Against Revolutionary Upheavalsce 2000. It is argued that the innovative changes in the 1990s were burdened with challenges and problems. They will only be put right if financing education is kept stable and gradually increased and if evolutionary change is accepted as general practice with no more revolutionary upheavals.
