Policy Making: the Work of Governance,icy makers do, first and foremost, is to try to make sense of a bewildering and uncertain environment. They need, therefore, not so much more information, as the right kind of information that helps them commit themselves to a course of action, and to reduce the range of available interpretations to manageable proportions.
