Open Educational Resources in Estoniaructure development, there have been large projects for creating open educational resources for schools. However, Estonia does not have a specific open educational policy and a functional open education community. Also there is very little research on the actual use and impact of open educational resources.

Book 2020hors describe eight aspects of OER development in their countries: infrastructure, policy, resources, open license, curriculum and teaching methodology, outcome, stakeholders and impact. This book also conducts a comparative study between those countries to identify the OER gaps in the Belt and Road
