Deserters, Stowaways, and Mala Fide Sailors: Merchant Seamen and the Shaping of U.S. Immigration Po17, 1921, and 1924 also built an infrastructure of state mechanisms with the purpose of enforcing those criteria. Border and port control systems contained loopholes that merchant seamen and their impersonators exploited in large numbers throughout the 1920s and into the 1930s. Non-citizen merchant
