Centralization and Decentralization in Higher Education: A Comparative Study of Hong Kong and Taiwareform experiences show that decentralization could take the form of delegating administrative powers from the government to the individual institutions, while other cases suggest that the traditional forms of centralized and bureaucratic government make use of the market and other non-state sectors for public services.
