,The Political Background, 1919–64,stration of this development occurred in the November election of 1919, when a Labour candidate, fighting his first municipal election, defeated a Liberal Councillor who had represented the ward for twenty-five years. Other wards, which previously had returned Liberal members, increasingly in the 1920S sent Labour members to the Council.
