At these energies the electron velocity v is much larger than the collision velocity V so that the electron motion adapts itself . (or quasi-adiabatically) to the nuclear motion as in a molecule.

On Fuzzy Optimization Foundations, such as laser produced plasmas, is more complicated. In this case, the simple picture of isolated binary processes does not hold. Moreover, a proper interpretation of spectroscopic observations requires the resolution of radiative transfer equations.
