The Nuclear Level,has also been dismissed, implicitly, or explicitly, by nuclear powers when they advocate non-proliferation and argue that nations that do not yet possess nuclear weapons do not need them. There has been more opportunism than consistency in the way the notion of ‘nuclear blackmail’ has been used.

Interpretation of the Period since 1945,trategies followed by each side at the nuclear and non-nuclear levels. We shall not attempt to explain the political and economic forces which influenced the choice of policies. We seek only to see what were the dominant arguments and thrusts of policy. But the processes beneath the surface should not be forgotten.
