描述.The book is intended to be about the Maritime Labour Convention 2006 (MLC 2006), about seafarers‘ security measures available before MLC 2006 and after its adoption. The following security measures will be addressed in the book: mandatory financial security established by the MLC 2006, flag State responsibility, labour supplying responsibility, port State control, and a ship arrest. The responsibility of the shipowner in respect of the seafarers engaged in work on his ship will be discussed in analysis of nowadays seafarers‘ recruitment process and a legal structure of shipping companies. Content will include the analysis of international (UNCLOS, ILO and IMO conventions, UNCCRO‘s, and Vienna Convention on Consular Relations 1963) and national law (Denmark, Estonia, Finland, Germany, Latvia, Norway, The Philippines, and The UK), and relevant legal documents - agreements, guidelines, and court cases...Under the MLC 2006 the shipowner has an obligation to ensure appropriate working conditions on board a ship, due payment of wages, repatriation of seafarers and to fulfil other obligations in accordance with international and national law and the seafarer’s employment agreement. Flag State Responsibility in Respect of MLC Requirements,eans by which public order is maintained at sea. The nationality of a ship is that of the State in whose register of ships it is entered. By placing a ship on its register, a State assumes the authority to exercise over the ship and undertakes the national and international responsibilities of a flag State in relation to that ship.

Port State Control and the MLC,ith the theoretical description of the PSC obligations under the MLC, insights on seafarer matters in the reports of PSC regimes are given; also, a consideration of the effectiveness of PSC in this regard is presented.

Finally, the use of the terms “shipowner” and “Maritime Labour Convention” are explained in the chapter.

Legal Concept of , Under the MLC,This chapter aims to describe the relations between the legal term “shipowner” and its concept by presenting a linguistic analysis of the term “shipowner” as defined by the Maritime Labour Convention (MLC) and determined by the legislative intention of the MLC drafters in respect of the term in the light of the object and purpose of the MLC.

Conclusion,The chapter contains general conclusions, as well as some recommendations from the author in order to promote the uniform implementation and enforcement of some Maritime Labour Convention (MLC) standards related to specific security measures for seafarers.
